We Pay for Your Silence! Campaign for a Clean Local Public Administration

Goal
The purpose of the project is to develop a stimulating environment for fighting against corruption at the level of 6 municipalities in Romania. The specific objectives of the project incorporate improving the local legal framework concerning the whistleblowers; training resource-persons locally, capable of making complaints or assisting the potential plaintiffs regarding abuses of public institutions' representatives; increasing the availability of public servants to operate as whistleblowers.

Main Activities

• conducting a research in order to figure out the level of abiding by this specific regulation and whistleblowers' protection;
• advocacy campaign in order to determine the improvement of the local legal framework regarding the local whistleblowers activity;
• organization of training session in order to ensure local human resources in the field of anti corruption and the respective specific legislation (local resource-persons);
• formulation, publication and distribution of an informative and motivational leaflet in order to encourage plaints against abuse in public institution coming from their very employees;
• promotion of good practice examples discovered or results achieved within the project to public administration institutions from Romania.

The Current Stage
CeRe offered the PDA members involved in this project a training session on advocacy. 15 PDA members are now ready to convince the local authorities (local and county councils) and the prefectures to adopt "The Internal Policy regarding Public Integrity Whistleblowing". After the training session CeRe offered assistance to the PDA Clubs in the realization of local advocacy plans and keeps helping them out.
