Horezu Town Hall set up a citizens’ group made up of 185 citizens. They surveyed a focus group of citizens selected from the electoral roll and invited them to join the Horezu Citizens’ Group – a group which, for the next 3 years, was supposed to fill in questionnaire surveys on issues of general interest. This first questionnaire had two parts: a first part on the opportunity to have an industrial park built in the grazing ground area and a second one on evaluating the town hall’s services. The results showed that most of the population regarded the industrial park as important in the development of the town, thus helping the town hall make a decision – although the animal breeders associations were against it. At present, an urban zoning plan for 12 ha has already been completed. The questionnaires also revealed the fact that the citizens wanted a new park. As a result, the Town Hall and Local Council set up a World Café to gather opinions as to how the park should be laid out and structured. The hosts were the mayor, local councillors and town hall officers. The results were used to draw up the engineering design project that would serve for a funding request. The project ran between April and October 2008.
