This is an ongoing project, that will run between June, 2008 and November, 2009. The ALMA-RO association is partner to the Terra Mileniul III Foundation in this project. The objective of this project is to assist the development of environmental public policies in Romania. The partners aim to entice politicians to take into account the people’s concerns on environmental protection in their election promises and in the future, and to enhance the receptivity of political parties towards a better communication and cooperation with environmental NGOs.
The partners initiated this project upon learning that environmental problems seldom find their way on the election agenda and that the political parties lack environmental experts and assign councillors to the relevant Parliament commissions only in extraordinary cases. The members of the Parliament do not usually take the initiative on environmental issues, and very rarely consider the matter of environmental impact when debating public policies.
The first result of this project was the Green Barometer, a premiere in Romania, which measured the attitude of the people in the cities towards environmental protection through a social research study carried out on a nationally representative focus group. An opinion survey of environmental NGO representatives in Romania will be added to complete the results of the Barometer. The final research report will then be compared to the election promises that the parties made for the general elections of 2008.
The project will help monitor the environmental Parliament commissions, train the environmental NGO representatives in the field of advocacy, and launch advocacy campaigns on subjects that are considered by the NGOs and the citizens to take priority.
