„Completarea legii 217/2003 cu măsura de siguranţă a ordinului de restricţie în cazurile de violenţă în familie”
The project aimed at introducing in the Romanian legislation a safety measure meant to protect the victims of domestic violence and to allow the competent authorities to intervene in the privacy of homes where violence threatens the life of the woman or children. The Association for the Promotion of Women in Romania – APoWeR Timisoara received support from a national coalition of non-governmental organizations that were involved in several programs related to violence against women. The first step was to develop a draft law to amend the legislation. Next, a comparative study was conducted on how this safety measure works and is applied in nine European countries. Meetings were held with certain representative institutions, a lobby group was formed locally to promote this project to the legislative representatives and other parties of influence or involved in decision making, events that had an impact on the public opinion and debates in which representatives of the government and other public institutions, members of the Parliament, mass media, and NGOs took part were conducted. With support from the Committee on Equal Opportunities for Women and Men within the Chamber of Deputies, the draft amendment to the law was introduced in the Parliament, and in 2008, for the first time in Romania, the senators adopted the restraining order as a safety measure for victims of domestic violence. The restraining order was also included in the draft amendment to the Penal Code and the Code of Penal Procedure, with support from the Ministry of Justice.
