Save Tabacarie Park! – a project initiated by Mare Nostrum Constanta
This campaign aimed at protecting Tabacarie Park by changing the location assigned for building the Leisure, Culture and Commerce Center (Mall). All the activities carried out from the start of the campaign (February 25, 2005) focused on stopping the construction of the Mall in Tabacarie Park by preventing the environmental permit to be issued.
Throughout the campaign, letters were sent out to the authorities and other competent public institutions, press conferences, rallies and protests were conducted, petitions and requests for information were submitted based on the law on free access to information of public interest, a connection with the mass media was established for the campaign, a social survey was carried out, and legal action was taken against certain institutions and public officers.
Even though the construction of the Mall was completed and Tabacarie Park lost 4.3 ha of green area, the local community became aware that voting every 4 years and changing the elected officials doesn’t solve the problems facing the city, but can cause even greater ones. All the effort put in by Mare Nostrum and its partners (EcoDobrogea Association and “Ganditorul in Actiune” (“Thinker in Action”) Association (AGIA)), despite the low involvement of the people of Constanta in the issue of the environment at that time, seems to have helped the citizens understand that they have a right to access public information, a right to participate in decision making, and that they can defend their rights relating to environmental problems. After this event, there were cases in which the citizens looked for justice on their own and initiated protests/rallies or even sued the authorities.
