Nongovernmental Organisations – An Important Resource in the Legislative Process

Goal

CeRe intended to facilitate dialogue between parliamentary commissions and NGOs so that the two partners put in common their resources to solve problems of public interest.

 
Results

• training of 11 employees of the Camber of Deputies commissions;
• initiating a partnership relationship between the 3 commissions participating in the project (the Commission for public administration, territory management and ecological balance, the Commission for labour and social protection, the Commission for budget, finances and banks) and 75 NGOs and onther interested institutions;
• initiating a partnership relationship between the commissions' employees participating in the training and the CeRe staff;
• organising three public consultations for the three commissions, gathering 83 participants coming from all categories of stakeholders (NGOs, central administration, academia, diplomacy, etc.);
• use for the first time by the Romanian Parliament of the "world café" method for consultation and the possibility to transform it in a case study and success story to be promoted;
• the association as parteners in a public debate of an NGO (ARC Romania) and one faculty (The Law Faculty from the University of Craiova);
• 3 synthesis reports of public consultations as the basis for the modification of normative acts in the 3 domains;
• informing the 332 deputies through a guide about involving the public in the legislative process, edited and distributed to all deputies, commissions and groups of the Chamber of Deputies;
• distribution to all deputies of the comissions of administration, labour and budget of the Senate and the Chamber of Deputies of all reports of the public consultations organised within the project on the subjects: intercommunality, employing people with disabilities, the 2% provision on financing NGOs by citizens.
