Yellow card for Payment and contracting Phare office

The Coalition for Liberating European Funds has organized, Friday, February the 13th 2009, a protest against the inefficient administration of the European funds by the Payment and contracting Phare office from the Ministry of Public Financing whom they showed the yellow card.

Over 60 NGOs participated at the protest from the Ministry of Public Financing for an hour and a half soliciting the reorganization of PCPO in an efficient structure which can facilitate the absorption of the European funds. The organizations accused that the financing of pre-joining funds by developing a greater bureaucracy. For example, in 2009 the funds are allocating for the 2006 projects!

The great number of participants and the messages such as Release or free our projects and european funds determined the State Secretary Cosmin Coman to invite the NGOs at a dialogue. The National Association of Citizens' Counseling Bureaus, the Pro-Democratia Association and CeRe representatives participated at a discussion with the state Secretary and PCPO members. The Coalition for Liberating European Funds representing organizations which contribute at the absorption of the European funds, developing projects for communities, solicited to PCPO to have an active position of collaborating and communicating with the beneficiaries in order to optimize the fund absorption. One of the protesters' demands concerned the contractual duties of the Ministry of Public Financing and requested the analyzing of the causes that determine the PCPO's lack of functionality.
